    Hi,

    The driver/owner of vehicle received two PCN for driving within Congestion Charge Zone on two separate days. They have a Congestion Charge Autopay Account for past 3 years so whenever they drove within the CCZ it got settled at end of month. They changed vehicles recently and added new vehicle (deleted old vehicle), unfortunately this new vehicle wasn't added as a "Auto-pay" vehicle so they unknowingly drove through CCZ twice and only became aware of issue on account when they received PCN. They will like to appeal but the formal grounds as laid down under regulation 12 of the Road User Charging (Enforcement and Adjudication) regulations 2001 does not apply to them. They can still appeal if none of the grounds apply, however, how likely will it be successful or should they just pay PCN?
