I just received a parking charge notice for 'No Parking Outside Of A Marked Bay'. The carpark in question is at a local block of flats where there is also parking for a small Tesco. I parked in a marked bay to use the cash machine and I was no more than 5 minutes. There are no ticket machines, or tickets required, and I did not get a receipt from the cash machine, so I cannot prove how long I was there. The letter includes two photographs - neither of which have a picture of my car where I can read the registration plate. I can see a car that appears to be out of a bay, with its brake lights on, but it could be that the car is not parked, it looks like it might be trying to pass another parked car with its door open. And I can't tell if that's my car or not!
I know I need to respond to the CPN, but I'm not sure what to write in the first instance. I drafted this (after reading some other things online), but I would like to know if I'm missing something:

I am writing in reference to the Parking Charge Notice (PCN) issued on 23 October 2017. The letter states that the PCN was issued due to ‘No Parking Outside Of A Marked Bay’. The photographs included in the letter do not show my car.
Therefore, I will not be paying the PCN.
Is this enough, or not?
