PCN loading bay

Hi
received a ticket for parking in loading bay.
I thought the bay was out of use as a loading bay due to the markings as per attached. I only parked in the bit that had been overwritten.
Should I contest it or pay up?

If it's a Council ticket then just pay up while it is at a reduced rate.
