Good morning

"Our vehicle register holds details of the person who is recorded as the registered keeper, not who owns it."

Does this make DVLA checks by bailiffs a pointless exercise ?

The bill of sale (in owners name) and a contract made between the owner and keeper should be all that's needed. Thoughts please....
