The NIP has to be 'served' within 14 days. (Therefore also a Monday)
The NIP was dated the previous Friday.
I argued that it was time-barred.
The Fixed Penalty Unit said not; they argued that Royal Mail deliver on Saturdays.
I pointed out that, as per Criminal Procedure Rules:
1) A Notice is deemed 'served' on the second business day (unless the contrary can be proved)
2) 'Business day' excludes Saturday, Sunday, Bank Ho;idays etc.
