I recently received a PCN after I believed I had payed for my parking via the Ringo app.
It turns out that the app had automatically registered my previously owned car which had been (to the best of my knowledge) scrapped two years prior to the PCN being issued.So, obviously, the car I am currently using was not registered.
I appealed to the council explaining the situation and they turned the appeal down point blank as the car parked in the space had not been payed for. I have now received my notice to Owner and intend to appeal again.
I know my only chance is mitigating circumstances but as the parking charge was paid for a car that doesn't exist and not for the car that was actually there do I stand any chance of winning?
