Summonsed for not providing driver details.

I recently received a number of 'Notice of Intended prosecution' letters regarding speeding violations from Kent police requesting the details of a driver. The vehicle in question has never been owned by me or have I been the registered keeper. I know the owner was a former tenant and wrote back to ask for a picture of the offence so that I may be able to identify the driver. They supplied a hazy picture of the car but you could not see who was driving. I wrote back to say that in the absence of a clear picture I am unable to assist any further. I then received a summons for failing to provide the driver details!
Any suggestions as what I can do next?

Why did Kent police connect you with th vehicle,? as if you have never owned it you cannot be held liable to give driver details, you could tell the police you have never owned it in the first place, and enquire with DVLA,
