hi, i have received the attached PCN from from Premier Park. the car is a lease car, so in the first instance the PCN was sent to the finance company, who have forwarded to me. I haven't responded in any way as yet and was wondering what first step should be. i remember using the attached template before, which was successful. Could i use it again, or should i do something else?

That's a rubbish appeal and includes outdated arguments.
Wait till you get your own Notice to Hirer. With it should be a copy of the original PCN and a portion if the rental agreement. The oarking companies invariably "forget" to send those required documents so if they are missing:

I am the hirer/keeper of the above vehicle and am in receipt of the PCN you issued. I have no liability on this matter as you have failed to meet the requirements of Schedule 4 of The Protection of Freedoms Act 2012 namely, but not limited to, failing to supply the additional documents mandated by section 14 (2) (a) of the Act. You cannot therefore transfer liability from the driver at the time to me, the hirer keeper..
There is no legal requirement to identify the driver at the time and I will not be doing so.
Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

Sent to arrive on day 19 after the date on the letter so that they can't correct and resend within the relevant period.
When they reject you adding any other fails to send to POPLA

I have received the below response from the parking firm, is now a case of letting this play out and then appealing to POPLA?
We write to acknowledge receipt of your recent online appeal, on behalf of the driver, appealing against the issuing of a Parking Charge Notice (PCN) to the vehicle.
We note your comments and must refer you to the Protection of Freedoms Act (PoFA) 2012, Schedule 4 - Recovery of unpaid Parking Charges. This is available to view online at:
http://www.legislation.gov.uk/ukpga/2012/9/schedule/4
We now therefore request that the details of the driver of the vehicle at the time of the contravention are supplied; this must include their full name and serviceable postal address. If you are unwilling or unable to provide these details the hirer of this vehicle will remain liable for this PCN. This information should be provided by 23rd February 2022. Please note, Premier Park Limited will not reply to any correspondence until after the above date, if the requested information is not provided.
If we do not receive this information by the above date, the appeal will be formally responded to and we will hold you liable as the Hirer of the vehicle on the date of the contravention.
Please note if we receive correspondence from the driver at the time of the incident we will not respond to you further on this matter.
