PCN issued by post 8 months late - how / can I appeal?

  • PCN issued by post 8 months late - how / can I appeal?

    This is a strange one. I received a PCN with the date of contravention on 24 February 2020 - which is possibly correct, I wouldn't appeal this.

    However, the letter arrived by post last week (2nd week Nov. 2020), and also dated 26 October 2020 on the letter.

    I attached photos of the PCN.

    Am I correct that I can appeal based on the fact the letter is 8 months late, per the usual 21 days for when a PCN must be issued by post? If so, could someone help with the wording of the letter.
