    Hi need help, I have just received Notice to Keeper. I want to reply but don't know what to put. Reason for Issue " Not parking correctly within the markings of bay." HE PARKING MEMBBER WITH IPC
    1. letter from NE parking LTD.
    2 only space left in car park.
    3 obstruction of building rubble and a road cone so could not park straight.
    4 needed space to get out of car through two new hips.
    5 Cars parked each side . they never moved so course no loss of money to NE parking or landlord.
    6 Terms and conditions very small to read.
    7 No display of BPA'S OR AOS logos on site. states in 18.8 BPA code of practice.
    8. 18.10 states 'the sign needs to be in a position so it can be viewed without leaving the car. There was one sign high on a wall.
    9. no application for plaining to erect signs to Blackpool council.
    10, 20.5c Code of practice states you should not use wording on the plastic PCN envelopes which implies that you are acting under statutory authority. On mine stated, 'it is unlawful for an unauthorised person to remove or interfere with this notice,

    please help a fine is a lot of money for a pensioner

    signs need advertising consent, different from planning consent
