Cars still registered at my address

2 cars still registered at my home address addressed to the previous occupier, speeding tickets, DVLA reminders coming through despite it being over 18 months since he moved out.

Offence to do this?
or is this just a DVLA admin errors?

i have no forwarding address so it goes back in the post box as RTS.

His offence not updating his address on vehicle registration
