The PCN contravention is as follows:
"Parked in a designated disabled person's parking place without clearly displaying a valid disabled person's badge in the prescribed manner"
Grounds of appeal is, mitigating circumstances, that he simply forgot to leave open the bilofd blue badge and cannot afford the payment, it is his first PCN. Are there grounds for appeal?
Someone can provide guidance on a letter to be devised for appeal, please? Google has not been helpful, unfortunately, otherwise would have posted one here.
Should I also send the pictures of the actual blue badge too with the appeal letter if you advise me to appeal?
