    I have read a few threads about this and was going to send the replies that were posted on the other threads but wanted some advice if possible please.

    The driver parked in a retail park after it was closed for 2 hours and 31 minutes - to go to the cinema next door. They didn't see any signs so they didn't know it wasn't allowed.

    Offence dates 09/06/18, notice date 21/06 and I received in on 25/06/18. I believe they allow 2 days for posting so I can't argue the 14 day rule even though it took longer?

    Do I have any chance of getting it cancelled or should I just pay it? £51 is a joke!

    I have tried to appeal via appealpcn.co.uk as it says to do but it doesn't recognise the ref no so that's not helpful!

      EDIT: Can't count so ignore the post.

      So it was received 14 days after the incident. That's in time.

      As said post up the redacted PCN.

        Thanks, here it is - it was 16 days before I received it but if they posted it on 21st does that matter?

            The relevant time is the time you received it. However they posted it on the 21st, a Thursday so it is not deemed received until 2 working days later, Monday 25th, which is when you received it. That's 16 days.

            There seems to be no mention of the Protection Of Freedoms Act on that notice, unless it's on the reverse, so a simple BOGOFF response is needed.

            Ref vehicle xxxxxx and PCN xxxxxx

            I am the keeper of the above vehicle and have received the PCN from you. You failed to comply with the requirements of schedule 4 of the Protection of Freedoms Act 2012, namely, but not limited to, failing to deliver the notice to me within the relevant period as described in 9 (4). You cannot therefore transfer to me any liability for the actions of the driver at the time. There is no legal requirement for me to identify the driver and I will not be doing so.

            As I have no liability in this matter I do not expect to hear from you again other than to confirm that there will be no further action taken against me and that my details have now beenremoved from your records.

            Yours etc...


            They'll huff and puff they cannot go further as they do not know the identity of the driver.
