    i received a letter from my council which was headed: 'council tax - notification of prepayment arrangement' followed by amounts due and when they were due

    this was received before the date on which the council applied for the liability order from the local magistrate's court

    what i'm confused about is that the amount that was set out before the application 'hearing' date (not sure what the proper term is) is the same as the amount as set out afterwards once the cost of the application was taken into account and included

    also, i provided a load of payslips/statements etc. before the 'hearing' and was hoping that the application would have been averted on account of this

    I would guess that the council has a policy to waive the summons costs in certain circumstances, for example if the ratepayer is a benefit claimant and/or agrees to a payment arrangement.

    The authority may still want to obtain a liability order (and has been obtained) in case the agreement is broken. Because the costs have been waived, the balance has not increased.
