I think you are thinking too much about things that may happen. I would think it highly unlikely that the council would go as far as to fabricate evidence. You can only go to the hearing with what you can get. Any other bridges can be crossed if and when you get to them. The hearing will not be for a CCJ, as such, but a Liability Order at the Magistrates Court. If you attend and can demonstrate why a LO should not be granted, then it won't be.
