I'm new to this forum and I hope I could get some advise please.
Southwark Council recently carried out major capital works to all council flats. I am a Leasehold.
I've recently been landed with an invoice of about £10,000 due for payment now according to them because a letter dated 10 March notifying me to opt for a free instalment payment was sent but I hadn't reply to it. The deadline date was 31st March (i.e.3weeks turnaround). I didn't take note of the letter because works has not yet been completed at my address.
I wrote back to Southwark Council advising them to relax their rules around the instalment option but they outrightly refused stating payment is due now and that I have already been notified previously in another letter dated 19 February on the estimated amount for the capital works.
I have replied back to them stating clearly that I'll start instalment payment once works has been completed, this is expected to be completed by 31st May. I have simply ignored their long email explaining to me why payment is due now.
Please I need advise on whether Southwark Council have the right to be so stringent in situation like this considering the amount involved. I'm guessing they might probably start charging interest on the invoice due but I'll like to know if they have the right to do such and if I can contest against such.
