Looking for some guidance here before I take matters into my own hands.
I live in a small block of flats and recently a cyclist - who appears to be visiting people in the adjacent block - has taken to tying up his bike to the plastic rone pipe. A resident from my block asked him to refrain from doing so and he gave her a mouthful. If this persists, I'm taken with having the bike removed by force if necessary. However, the pavement isn't private property so where do I stand on a) getting it removed by a third party or b) removing it myself?
