    Ok need a little advice on how far I can take this please.
    We live in a maisonette, it's classed as 2nd floor but we have a full flight followed by a turn of 2 stairs and another full flight, At present we have a chute for rubbish in the corner only 5 yds from our flat that our 6 flats use. This chute goes down and the next floor uses it too.
    Bottom floor go to waste unit at back where the bins are kept.
    Now council say, well one says Health and Safety in case of fire the chute is being closed off, but in writing it's all to to with recycling and minimising refuse.
    So now we will have bins outside and they are expecting us to carry our rubbish to the new bins, after separating it . I have already told them that I hope the new bins are near enough to the balcony so when I chuck me rubbish off it will go in, I need to know what else I can ram down there grotty throats and make it stick.

    Fire issue must be bull! I don't know how big the chute is, but I would imagine children at least may be able to escape down it in a fire.

    Any merit in them supplying bins and they climb the stairs to collect it? It's what they're expecting you to do in reverse, but they're paid for it, you're not!

      It's the rubbish chute lol not escape route, they say fire in bins at the bottom after 40 odd yrs are now a threat lol

          Have been through all that Casper thanks, seems each Authority has their own rules and plans.
          I need something proper within Health and Safety rules to let them know i wont be taking my rubbish down 3 flights of stairs let alone doing it in a recycling fashion.

            Three things spring to mind:
            1. Line of sight to descend stairs safely.

            2. Your necessity to access a handrail which you can't do while carry a box.

            3. Where are the boxes to be stored - will they potentially constitute a fire hazard in their own right, not only by blcoking access / exit points, but also by the contents of the aforementioned containers.

              I may not have explained this properly, at the moment our rubbish goes down a communal chute. They are doing away with the chute and putting bins outside the flats, therefore it is up to us to take our rubbish to the bins. In our case down 2.5 flights of stairs, after being split into recycling node.
