My local council issued my neighbour with a CPW because of ASB in relation to parking. The CPW has not stopped this ASB.
Now that I am reporting this repeated ASB, the council are disinterested and are saying its not an offence? but wont consider or even acknowledge this is a repeated pattern of the ASB which led them to issues the CPW.
The council officer went silent on me for 1.5 months, when he eventually replied his manager accused me of bullying and harassing him and not acknowledging that he ignored me for 1.5 months.
Can anyone please advise what I can do to tackle the council? Who does the Council CEO report to? and how does one complain? I also cant go to the ombudsman because they wont acknowledge there is an issue. They also keep passing me to the police and the police are passing me to the Council.
