    Hello,

    I have a hypothetical query I'd like to pick peoples brains with.

    In this hypothetical situation:

    PERSON A = private owner with a mortgage.
    PERSON B = a council tenant next door (adjoining wall).

    If PERSON B was found guilty in a criminal court of threatening behavior towards PERSON A, and a restraining order was part of the sentencing, would the local council have a duty of care towards PERSON A to relocate PERSON B?
