    We own a share of the freehold in conservation area (London) with two other flats though a new owner has gutted his flat, put holes in the exterior brickwork to move flue pipe , toilet and waste stack, started to put up brackets for air conditioning so not sure if he needs permits and planning permission. If i report him to council is that a dispute or merely asking if he has the rights and necessary paperwork? ie not a dispute?

    Worried of having to disclose if i sell in near future (1-2 years) which is very likely.

    In my opinion it is not a dispute. You are making enquiries if regulations have been followed. If not it would then be planning authority, not you, enforcing regulations. Not your responsibility.
