Can someone familiar with how "and" is normally read in legal documents, please explain what this clause in the lease means in terms of responsibilities for fixing a supply pipe/stopcock in the basement where supply pipes are split into individual pipes to go to individual flats?

Does "contained in AND solely serving" mean the pipes that are INSIDE the flat or does it include those OUTSIDE as well? Mathematically, if both are covered, it should be an OR rather than an AND condition...
