Do i need permission

Hi all, i'm looking for so help, i own a first floor flat, my front door and porch is on the ground floor. infront of my door is a cement path and either side of the path is my front garden (grass). The ground floor flat has its door at the side of the property and their garden is at the back. The ground floor flat's bedroom window looks over my front garden. If i want to turn my front garden into a shingled garden with off road parking, would i legally be allowed to do this as i could mean i park infront of their bedroom window and would i need to ask for permission from the owner of the ground floor flat?

Any help would be appreciated.
