Acknowledgment of County Court Case

Hi, If you acknowledge papers from County court case regarding major works dispute with landlord (local authority) and at same time have requested issue to be transferred to First Tier Tribunal.

Do you still have to file a defence within 28 days whilst waiting for a response about case transfer?
