ending tenancy

Hi, could anyone answer my question regarding ending a tenancy. I have a tenant in my property that it appears has only lived there sporadically & not at all in the last 3 months. There is no gas or electric as the meters are pre-paid. I have sent a section 21 informing her that I require possession but the letter is still on the mat. I have left messages on her voicemail. sent text messages & emails but no response. Come the deadline day (sept13) what are my rights?
