In which case report it to Building Control and let them decide whether the work needs Building Regulations approval or not. An inspector should go to the property to check.

The letting agent seems to have a 'Rent Collection Only' deal with the Landlord but that doesn't absolve the Landlord from their legal obligations even if they do live abroad.
Tell your parents to ring Shelter's free helpline to get information on their legal rights as a protected/sitting tenant 0808 800 4444 (they're open 365 days a year).
