Builder broke the soil pipe

Hi,
I'm after some advice regarding an issue I've experienced with my builder. While digging foundations he cracked the soil pipe badly and left raw sewage draining into the foundation trench for more than two weeks. Since then we have got rid of him for other reasons but someone told me leaving the pipe in that condition was illegal. Does anyone have any advice/experience of this please? Thanks
