Advise the other sibling that you will not be blackmailed in this manner, and that unless he wants to buy you out, you are prepared to force a sale through the courts.
Point out that the expense of going to law will necessarily reduce his eventual share. Also point out that if the matter remains unresolved, there will be Council Tax and Health & Safety considerations. Depending on your local council, there may also be harassment from the 'Empty Homes Task Force', and the unpleasant private company associated with it.
If that all brings no joy, then a stiff letter from your solicitor. After that, look for a court order forcing sale.
