    Hiya, I recently paid money to a phone unlocking site on the internet through Paypal's mastercard.
    The site looks impressive. Unlock within 5 minutes. 60 day money back guarantee.

    I followed their instructions but the download links they supplied did not work.
    I got straight back on to paypal and filed a dispute requesting a refund.
    As I clicked the button to complete the dispute I saw the immediate refund notice for phone unlock sites, but too late.

    I tried another unlock site a few minutes later which also failed to do what they claimed.
    I got an instant refund by pressing the right button in the paypal dispute process.

    I have just heard from Paypal that I have lost my case to the first unlock site because...
    "I purchased a digital or intangible item which isn't covered by buyers protection."
    Exactly the same as I bought from the second site where I got an instant Paypal refund.

    I thought there was a cooling off period of 7 days. Do I have it wrong?
    Or does that just not apply to Paypal.
    I do feel cheated.

      Now. What do you think is my best approach to Paypal?

      They have no doubt been doing this to hundreds of thousands of people.
      That is an enormous amount of money they have caused people to lose.
      They will try their best not to confront the issue.

      How can I approach them in a way that it is acted upon?

        Ok, my question has changed.
        The Internet site is registered to a Dentists shop in Washington.
        America has a three day cooling off period and only for items of $25 and over.
        They also have to be bought a certain way.
        That is why you see so many items for sale at $24.99.
        The price I paid was ... Yes, $24.99.
        So no help there.

        Is the 60 day guarantee worth anything and if so, how would I invoke it.

          The address of the scam is 14150 NE 20th St Bellevue, WA. USA

          Google maps shows this to be a high class dentist.
          Googling the address shows loads of business's to come from that address and only some being web sites.

          It is an enormous scam for sure.
          I am not allowed to post the links that proves that but there is proof they will under no circumstances honour their guarantee.
          They are working from an address that seems immune from normal business practice.

          Come on guys.
          A little help please.
          I plan on contacting Washington FTC but they are too busy trying to work out how to bomb Syria.

          This is not about trying to get back some money.
          This is an evil that needs to stop.

          I live in Bolton England.
          Help.
          Please?

              It helps loads of people, or it wouldn't have two million hits a year. Sometimes there is a question we don't know the answer to. I assume you have done a detailed Google to seek an answer to this?

              I appreciate your frustration, but countries have their own jurisdictions and they may or may not be covered by those selling over here via the internet. I don't know, but I'm reluctant to let you make a comment like that without a comprehensive response.

                I have now Goggled for the answer. EU states are covered by the DSR's. Outside the EU, you're covered by that country's jurisdiction. Many US companies using paypal, even for digital downloads, have their own refund policies which are quite acceptable here. If you've hit on one that doesn't, I guess it's a tough lesson in reading T&C's first BEFORE you download anything.

                    According to my math, the delay between the OP & the reply, post #2 (Distance Selling Hub), was approx 45 minutes.

                    Disgraceful! - you could boil 15 eggs in that time!



                    (NB labman took 32 minutes - maybe he doesn't like eggs as much as me!)
