Charge by way of legal mortgage

Are mortgage lenders required by statute to register their interests with Land Registry in respect of a mortgage executed in March 1991
I know that the Land Registration laws changed on 1st December 1990, but am not sure whether this was in respect of properties that just changed hands, or whether it also applies to charges created against land
