'Fine' for dropping cigarette butt

My mum received an on the spot fine for dropping a cig end on the floor. There were numerous other people who had done the same thing who weren't copped (but were big burly looking and scary, apparently) so my mum was the only one penalised

She knows she was stupid for doing it and argued that there were no bins etc but ho hum.

My query is that the note said if she contacted the office to 'arrange payment' within 7 days then the fine would be reduced to £35. She phoned them straight away and as she is on benefits she offered to pay money fortnightly when she receives her money.

They have said because of that she has to pay the full £70. Surely if she arranged payment as the note said with in the 7 days then it should be £35 she pays?

I think the purpose of the reduction is to get people to pay up within 7 days, regardless of how they pay after the 7 days it will be the full amount of the fine which is £70.

To myself, Unless it stipulates it on the back of the paper, how can they change the rules?? I guess they Auths will do anything to ge that extra money.
Can you question this with them and ask them how that rules works...

Im thinking there will be somebody else that has a better knowladge along soon, Im not sure how they can uphold that though.
(personally if that was the only option I would say ok, and pay them £2 a month!)

Actually its a normal thing to drop cigarette butts here and their. I feel sorry for her but it was not right to drop cigarette on the floor. And about the cop they just fulfill their duty nothing else.
