Illegal disposal of asbestos

Some information has been brought to my attention regarding potential illegal disposal of asbestos. Could someone please advise which authority I need to contact regarding this situation, is it police matter or do I communicate with one of the government agencies such as HSA or Environment Agency?

Asbestos regulations are enforced by HSE, Local Authorities (LAs) and the Office of Rail and Road (ORR).
