Need an explanation of a police document

I need somebody in the know of this type of document (it's not about me) to help me understand what restrictions a person who has been given this police record could have or will have if applying for a job and coming into contact with small children or vulnerable elderly people.

I think the first part of section 7 is important for you, ie if it is ABH whilst working with Children then you would be prohibited from working with children.

Yes, the document says this person HAS been added to list 99 (is this correct?) These websites:

says that people in the List99/Children's Barred List are automatically banned from working with children (in schools) and vulnerable adults and that they are prohibited from seeking work with these people.

Does that meant that the person who got the ABH caution is now banned from these jobs?
This is especially in 2012, when the caution was given, if the law has changed since then, the date makes a difference

I'd say a conviction for ABH might mean that they cannot work with young children or vulnerable elderly people in my honest opinion.
