    Age UK needs your help to ensure that everyone receiving care is protected by the Human Rights Act by signing this petition

    Imagine two older people who live next to each other in a care home - one pays for their own care, the other's is arranged by their council. Did you know that there is a loophole that means that only one of these people has full legal protection from abuse and neglect?

    Currently the Human Rights Act only protects those people who have their care arranged by a public body. If you pay for your own care you have fewer rights.

    The House of Lords made the right decision and added Clause 48 to the Care Bill which closes this loophole but the Government oppose this and are trying to scrap the clause even though leading lawyers disagree.

    Anyone who receives care services should be protected from abuse and neglect, regardless of how it was arranged. If you agree with us, sign our petition at http://bit.ly/Clause48Petition, share this with your friends and tell the Government not to scrap Clause 48.
