care act 2014 or National assistance act 1948??

Hi I have a question about local authority trying to reclaim the nursing home fee from me under care act 2014. but my mum moved into care home at London bromley area on 26/2/2015 from Eastbourne which is east sussex area. Now East Sussex claiming money under care act, is it lawful?
care act not come into force till 1/4/2015 plus it's different jurisdiction, is it correct?
