Good morning, I am currently employed on a 3 month fixed term contract with a public sector organisation. This is coming to an end and may be extended but I no longer wish to continue. I have been looking for further work throughout the whole contract as it was made clear at interview that extension may not be on the cards but have found nothing. Will I be able to claim JSA or will I have made myself voluntarily unemployed if they contract is extended and I decline to take them up?

Why would you wish to not continue, when you know you have no other job to go to?
Your best course of action, unless your having issues at work (in which case tell us as we can probably help resolve them), would be to accept the extension and continue to seek alternative employment. You may still resign once you find alternative employment. You will also have the benefit of being on a wage rather than on benefits where your not forced to receive any JSA as a result of refusing an offer of employment (i.e. contract extension)Please note that this advice is given informally, without liability and without prejudice.
