If changes have been reported to HMRC and they failed to act on them within the correct timescale , I believe that HMRC cant hold you liable, as it has been their mistake.
HMRC supplied my daughters employer with a wrong code despite there being no changes in my daughters circumstances. Nearly £1000 ended up being written off.

Thanks I will await their reply. When I asked them if there was a local office where I could go to discuss the issue, they were very evasive. They said there would be no one there qualified to answer this query. Very big brotherish. With all the modern technology this could not be dealt with locally. I don't believe it.
