Demotion without discussion

I would welcome any advice on the following situation.
Over the past few years I have been aware of a gradual erosion of my responsibilities at work, not tangible enough to query as subtle and done over time - with COVID, it would be difficult to substantiate. However, from a position of responsibility, it was increasingly evident that there was an informal restructuring of sorts which impacted my role. Now it has become more tangible as I am no longer able to access aspects and so do certain things my 'manager' role requires me to do . I have not been consulted about this at any point - an announcement was made that our department was being restructured, but there was no consultation as to how my position would alter. So whilst the title remains the same as does the salary so far, I would welcome advice as to my rights in this situation should I want to leave, as I do feel that my position is becoming increasingly untenable due to lack of consultation and discussion on this matter.
