We are a team of 5 highway inspectors working for local government. We each are provided with a company van and fuel card to carry out our duties. We are allowed to take the vans home, but not allowed to use them for private use. Thus our employer makes us pay for private mileage which is the distance between the border of the county and our front door. We also have to take the travel time out of our timesheet. 4 of us live outside the county and have to pay this cost, 1 of us lives inside the county and has no monetary or time cost.
We've had an email this week saying the cost is going up. Previously it was £8 per month for me, but it's going up to £45 per month. My other colleague lives further away and he's been given two options. Take the quicker route on the motorway and pay £119 per month, or shorter but much longer timewise route on B roads for £72.
Question is, should we be being charged this or should this just count as incidental use from travelling from one place of work to another? We all work from home, we have some duties to do at home on a company laptop before we leave and after we get back from work. Although I'm not sure if this counts as a base as we are mobile workers.

With option 2 we'd all need a second car which makes it a non option due to cost. With that I still find paying for the private mileage unfair.
