Manager took photocopies of Socials, DL's, passport, Birth Certs home overnight.

    A manager at my job, at which I also manage another area had me send some of our employees down to the office where he said, himself and our HR would be getting info for our I9's. I had mine done apparently so I sent our workers 2 at a time to go give what they had. A younger employee of mine,* who the other manager has a grudge against for no reason all comes back
    and says "Man I don't like that" Bob was down there, no HR present,and he photocopied my social and my driver's license" He hands me my stuff back and I walk away. I turn around only to see him holding my info up to his face and obviously reading it." I say oh man what the heck is that about, do you want me to go down there with you and figure this out? He says he doesn't know and is pretty upset because he knows Bob has it in for him.
    So the next day my employee get an email from HR asking where his i9 info was. He goes to Bob and asks Bob where his info was and that it was supposed to be turned in yesterday Bob responds by asking "are you giving me an attitude?" To which the employee says no but the info is supposed to be turned in yesterday so do you have it?" I tBob responds, I think you"re*giving me an attitude and he then precedes to get up walk into the office open his laptop bag that he takes home every night and produce everyone's photocopy which he walks up to HR. This seems very shady to me, and also very unprofessional the way he is speaking to the employee who is a very nice and respectful kid. It also brings to question why the HR person was not there to handle this and why she did not inquire with the manager where the documents were the day before. We are located in California so I am just wondering what the legalities are here if any and would love some advice as this seems again unprofessional and this person Bob as well as the HR person seem to be in cahoots and acting very shady and unprofessional. Thank you for listening and would appreciate any advice you could give. Thank you.

    *i9 refers to Employment Eligibility Verification form, and you are based in the US of A.

    As this forum is UK based I doubt if you will receive any worthwhile advice regarding the legality of the events you describe
