If there is a claim for unpaid wages which needs to be within 3 months of the last time this happened, then I suggest that the first action should be early conciliation via ACAS. This can be done online at the website detailed below:

Hopefully this will spur them into action to finalise and get the figure for the unpaid wages agreed.*

Update:
The company failed to respond to early conciliation, and have not replied to letters requesting a response.
Sent warning that for the unpaid wages (c£4,500) she would be initiating a county court claim
and an Employment tribunal claim for constructive dismissal and still no response.
So now to complete ET1 before time runs out
