Please help...
So back in February (during lockdown), I received 3 PCNs from "Parking and Property Management Ltd" for parking outside my OWN house in my OWN designated parking bay. The reason for this was because the neighbourhood residence permits had recently been updated, and because my old residence permit "expired" I should have been displaying the new residence permits that everyone had gotten through the post weeks prior. Problem is, I personally did NOT receive this new permit through the post, was not even aware that my neighbours all had updated versions of the residence permit, so I kept displaying my old one. Furthermore, I was out of the country when the PCNs took place. My son who also drives the car (as a secondary driver) tried to appeal the PCNs by letting Parking and Property Management know that we did NOT receive the new permits through the post. They did not care. Now I've been issued with a county court business centre claim. Please advice? I am completely outraged as to why I received 3 PCNs within the space of 5 days during lockdown for literally parking outside my own house, in my own designated parking bay! How is this even legal? Do I have any grounds to fight this? I was out of the country when this happened and even had I been in the country, I would have been legally required to quarantine at home having just returned from abroad, which meant even had I received the new residence permit in the post I was not legally allowed to leave the house and display it inside my car.
