I received a parking fine in approximately 2017 from VCS. At the time, I was unable to pay due to an error on the payment website and the number listed would not connect. I appealed this and provided a screenshot of my payment error on their website, but did not get a response to the appeal and was then just sent texts/letters regarding payment.
My financial management at the time wasn't great and I moved in 2018. I was contacted by the resident of my old address in 2021 to say that I had received mail which was the county court judgement claim. I filed a defence for this via email and did not hear anything further until I saw on my credit report that the judgement was made against me.
I was diagnosed with severe ADHD in August of 2023 and I'm trying to get this situation under control. I contacted VCS in January with a data request, which they acknowledged but then did not respond and have ignored my follow up emails. I also emailed their "legal" email address but did not get a response.
I have contacted the court who advised my defence was thrown out as I did not complete the following forms, but they would have also been to a past address and I didn't even consider that at the time, it was a totally new situation and I had no awareness of the process.
I've just received a debt collection letter from DCBL which shows VCS have chased my case to my current address for payment, but have not responded to my data request.
Based on my circumstances, is a N244 likely to succeed here? I have all the documentation showing my address change/diagnosis/contact attempts at every stage.
