  • N244 Fee Remission relating to Congestion charging PCN

My Statutory Declaration out of time was refused. It related to a PCN for congestion charging, which I did pay, but late and it was for the wrong day, which I didn't realise at the time of payment: I went to London to visit a friend who was having life-saving surgery the next day, on evening of 5.12.18, just before CC ends. Payment I made was for 7.12.18.

Failing to cut a long story short: My SD was out of time because my son was suicidal, both he and his brother extremely ill with life long medical condition, and I am full-time carer for my father who lives with us and personally on verge of nervous breakdown/jumping out of a window, lawyer insisted on my father being present to sign the SD, even though he can't speak, I had to go back and get him out of bed and I told her TEC said it was fine if I do as having an LPA for him! None of these circumstances were taken into account. On purely humanitarian grounds I feel they should cancel the fine (£280!) I now want to fill in N244 with fee remission. I have 10 days in which to do this.
