You can issue your claim as normal, if it gets that far and the claim value is under £10k it will likely be allocated to the small claims track. If you win (or lose), your costs are limited.
A strike out application is an entirely separate matter and can be used at any time when proceedings have been issued, but normally at the early stage, where one party believes the claim discloses no reasonable grounds and asks the court to strike out the claim. There is specific criteria that needs to be met to reach the threshold but I'm not getting into that unless you are at that stage.
