is a gaming/raffling type of licence needed?

Thinking of starting an online (private member group) raffle service to offer members a chance to get an expensive item cheap.
the cost of total raffle sold would be a little more than the prize cost to cover internet usage costs/admin/hours etc (no profit) do I need a licence??
