over 3 weeks weighting time for my pedlar's certificate

I filled in the application form dropped it off along with the relevant ID to my local police station. At the counter I was told that it would take over 3 weeks to process it even though I all ready had one that expired (did not take any thing like this before) She said if I have not hered anything within 1 month then to call back in again and also I could not act as a pedlar selling on the streets until it has arrived


Is there anything in law hear please about "A reasonable amount of time" that I could though at them or should I just give up and admit defeat? Or should I "to hell with the consequences"
