Couple of questions but not sure if it’s in the right forum

1 if a company collects scrape cars does it need a waste disposal license and if so would that license be acquired from government or local authority.
2 would a company need a operators license for recovery trucks if the sole purpose of the trucks are for recovery.
3 if a operators license is required would it be a requirement that a certificate be shown in each truck in use
