Chair of Consumer Focus and Consumer Advocate

Consumer Focus is the UK’s new and powerful consumer advocacy body which campaigns for a fairer deal for consumers in England, Wales and Scotland and for postal services in Northern Ireland. The remit is nationwide and spans private and public sectors. Consumer Focus is empowered to take action for consumers to ensure a fair deal for all, in particular the vulnerable and disadvantaged consumer. The new Consumer Advocate will be a champion for groups of consumers who have suffered loss at the hands of a business and co-ordinate work to educate consumers. This role is combined with that of Chair, giving access to the powers and resources of Consumer Focus. The Department for Business Innovation and Skills is looking for an exceptional individual to take up the new combined role of Chair and Consumer Advocate.
The Role:
• Lead the Board in giving strategic leadership and direction to Consumer Focus in compliance with current statutory requirements.
• Ensure that Consumer Focus’s objectives and priorities are translated into a clear strategic framework and plan.
• As Consumer Advocate, be a high-profile figure who can speak directly to consumers, listen to their concerns and take action against injustices.
The Candidate:
• Strategic leadership skills in a leading role in a major organisation in either the private or public sectors.
• Authority and credibility on consumer issues and their implications.
• Proven representational and communication skills with the ability to provide non-executive governance and Board leadership.

The Consumer Advocate
The Government announced its intention to appoint a Consumer Advocate in its
July 2009 Consumer White Paper: “A Better Deal for Consumers: Delivering Real
Help Now and Change for the Future”. This stated that the Consumer Advocate
would be appointed in 2010 to be part of Consumer Focus to co-ordinate work to
educate consumers and be a champion for groups of consumers who have suffered
a loss at the hands of a business. By combining the role with that of the Chair of
Consumer Focus, the Advocate will have immediate access to the existing powers
and resources of Consumer Focus. In addition the Advocate would have a high
media profile to warn consumers about latest scams and work with community
groups and others to deliver messages to the least confident consumers about how
to protect their interests.
The White Paper also made a commitment to consult before the end of 2009 on
equipping the Advocate through new legislation with the following specific
powers:
(i) the power to take legal actions on behalf of a group of consumers
following a breach of consumer protection law if other routes to obtaining
compensation have been tried or judged inappropriate;
(ii) the power to distribute compensation to UK consumers from ill-gotten funds seized by overseas
enforcement agencies; and
(iii) the power to tackle unfairness in consumer creditagreements.
