Hi, I received a PCN. The driver stopped on a road where there were parking bays restricted to 20 mins, there were non free and they were dropping off , they stopped the car to let out and I then did a u turn in the road and have now got a ticket saying they parked there! There are no times on the images just shows someone exerting the car and the driver half way through a u turn... The company is parking control management. HELP.

As they are members of the IPC it is much more difficult to win an appeal, not impossible though.

It is impossible to read the signs fully without stopping and thus impossible to create a contract just by their presence.
The IPC code of practice states
15.1 Drivers should be allowed a sufficient amount of time to park and read any signs sothey may make an informed decision as to whether or not to remain on the site.
14.1 You must not use predatory or misleading tactics to lure drivers into incurring parkingcharges. Such instances will be viewed as a serious instance of non-compliance and willbe dealt with under the sanctions system as defined in schedule 2 to the Code.
It is unlikely this will help get it beat at an appeal but very much shows that what they are doing is against the code and for the reason that to form a contract you must be able to read it to make an informed choice.
Having said that, keeping the drivers identity from them and making them use keeper liability is probably th most likely way to win an appeal.
